Why patients are often disappointed by shop-bought whitening kits

We see this fairly regularly at Pennington Dental. A patient has spent money on whitening strips from a pharmacy or a gel kit from a beauty retailer, noticed little to no change, and has come to us wondering whether professional whitening actually works any differently. The answer is yes, significantly differently, for two distinct reasons: legal restrictions and product design.

The law around teeth whitening in the UK

Teeth whitening in the UK is classified as the practice of dentistry under the Dentists Act 1984. This means it can legally only be performed by, or under the prescription of, a registered dental professional. This is not a technicality, it has direct implications for what products are available to you depending on how you access whitening.

Professional dental whitening products use hydrogen peroxide concentrations of up to 6% (or carbamide peroxide equivalents). This is the level required to produce meaningful, visible results. Consumer products sold in pharmacies, supermarkets, and online retailers are legally capped at 0.1% hydrogen peroxide. This is such a low concentration that meaningful whitening is not achievable. It can barely address surface discolouration, let alone the deeper enamel staining that develops over years.

What about products sold online claiming to be professional?

This is where things become more concerning. There is a significant grey market of whitening products sold online and often marketed as "professional strength", that either circumvent UK regulations or operate outside the law entirely. These products may contain concentrations that are illegal for consumer use in the UK, and they are not subject to the quality controls and safety checks that regulated dental products go through.

Using these products without dental supervision carries real risks. High-concentration whitening gel on inflamed or compromised gums, or with ill-fitting trays that allow gel to leak, can cause chemical burns to soft tissue, increased tooth sensitivity, and in some cases, damage to enamel. Without a prior dental examination, you might also be whitening teeth that have underlying decay or existing restorations that will react unpredictably.

The tray problem

Even setting aside the concentration issue, over-the-counter kits use generic, one-size-fits-most trays that do not seal properly against your individual tooth anatomy. This causes two problems: the gel escapes onto your gums (causing irritation), and it does not stay in optimal contact with the tooth surfaces where it needs to work.

Bespoke whitening trays, made from impressions of your own teeth by a dental laboratory, create a precise seal that holds the gel exactly where it needs to be and keeps it away from your gums entirely. This is a fundamental difference in how well the treatment can actually work.

What professional whitening actually delivers

At Pennington Dental, we use Boutique Whitening, a regulated, professionally prescribed product that provides effective results within a safe, clinician-overseen framework. Your treatment begins with a digital intraoral scan (no physical impressions), from which your bespoke trays are precision-fabricated. Before whitening even begins, we give you a prescription desensitising toothpaste to use for two weeks while your trays are being made, a step that significantly reduces sensitivity and that no over-the-counter kit provides.

Throughout the whitening programme, the desensitising toothpaste is used inside the trays alongside the whitening gel. You wear the trays at night in as little as two hours is effective, overnight gives the best results. We review your progress at four weeks and again at six weeks, both included in the £299 fee.

Is it worth the investment?

Professional whitening at Pennington Dental costs £299 and includes your consultation, bespoke trays, and four syringes of gel. Your trays are yours permanently, future top-ups require only a single syringe of gel, making maintenance very affordable over time. When you compare this to the cost of repeatedly purchasing ineffective over-the-counter kits, professional whitening represents better value as well as better results.
